Is Tresca’s criteria for failure valid for both brittle and ductile material? Does Tresca's failure criteria work for all bodies regardless of the cross-sections shape or is it just for square and circular rods?

Tresca is for ductile materials only.
It applies to all bodies, all states of stress, even 3D.
Just find the max Tau from Mohr's circle (2D or 3D) and compare it to Sy/2.
